10 years of riot free gujarat: from PIONEER

Author:  Swapan Dasgupta
When it comes to commemorating or even celebrating anniversaries, Indians are inclined to be notoriously lax. The 50th anniversary of Indian independence in 1997 was, for example, perfunctorily observed and mainly as a sarkari celebration. The centenary of the foundation of New Delhi or, if you so wish, the loss of Calcutta’s pre-eminence in the political world, was, once again, a rarefied occasion with politicians unable to decide whether or not an imperial event should be acknowledged.
The arson attack on the Sabarmati Express in Godhra and the ensuing communal violence in Gujarat happened 10 years ago — a long enough time, going by strictly Indian standards, to leave the issue to polemicists and historians. Yet, and not surprisingly, the 10th anniversary of the Gujarat riots has become a media event or, to be more precise, an English-language media occasion. Over the past week, there have been innumerable articles on the plight of the victims, the tardy pace of the judicial process and lachrymose TV documentaries indicating that there is not enough justice to embrace Gujarat.
As is to be expected, there is an explicit political agenda behind reprinting the photograph of a trishul-brandishing, ugly rioter and Qutubuddin Ansari pleading for his life. However, what is interesting is that the hapless victims are no longer the primary focus. They have conveniently receded into the background as either lifeless statistics or labels such as Best Bakery, Gulberg Housing Society and Naroda Patiya. Likewise, the rioters who were responsible for perpetrating beastly horrors have been reduced to a meaningless three letter word: The ‘mob’. They have lost all individual identities. Instead, the Gujarat riots have been sought to be reduced to one individual whose stern, bearded face stares at the reader and TV viewer.
To someone who didn’t live through those troubled times in 2002, it would almost seem that the rioters were personally led from the front by Narendra Modi: Akhalnayak leading flash mobs.
There is a compelling reason why the events in Gujarat have been portrayed in this fashion. It is not politically rewarding or expedient for the ambulance-chasers to recognise that Modi inherited a Gujarat that was gripped by a pre-existing communal polarisation. You had to make a casual trip to Ahmedabad in the 1980s and 1990s to realise the extent to which both Hindus and Muslims deeply felt a dread of the ‘other’. It used to be said about localities such as Juhapura in old Ahmedabad city that you had to merely cross the road for a small riot to break out and another one when you retraced your steps. Curfew was the norm in Gujarat during the days Chimanbhai Patel and others before him ruled the State. Minor riots were almost a daily occurrence ever since the big Ahmedabad riot of 1969. The historically-minded can refer to a speech made by Atal Bihari Vajpayee in the Lok Sabha in 1970 to gauge the atmospherics of that time.
The reason for referring to the state of Gujarat 10 years ago is simple: The social polarisation was conducive to permanent tension among communities. As someone who had cut his teeth politically in that environment, Modi, it can legitimately be argued, was also infected by the sectarian virus. But so, for that matter, was most of Gujarati society. The communal polarisation that contributed to feelings of suspicion and even hate pre-dated Modi’s installation as Chief Minister in 2001. Gujarat was already a communal tinderbox even before Modi was brought back to Gandhinagar from his political exile.
Acknowledging the already tense environment of Gujarat before the arson attack on kar sevaks in Godhra is problematic. It prompts the awkward conclusion that the 2002 riots were the culmination of a process that began decades ago, when successive Congress Chief Ministers ruled the roast. More troubling is the grim truth that dare not speak its name: That the riots were blessed with a large measure of spontaneity. In fact, they may even have had a social sanction which, as Ashis Nandy has, for example, often observed, was absent from the anti-Sikh violence of 1984 in Delhi.
If the historical context of the 2002 riots is taken into account, the 10th anniversary assumes a very different significance. There may have been lapses in the rehabilitation programme (something which can’t be said for the post-earthquake reconstruction of Kutch) and there may be grounds to believe that the post-riot investigations have not always been rigorous. But this cannot distract attention from the fact that riots have not recurred in Gujarat since then, not even in old Ahmedabad. It is not that communal polarisation has given way to inter-faith bonhomie. There are still residual tensions but these have been significantly diluted in a decade that has seen Gujarat race ahead in chase for economic growth and prosperity. The incessant curfews of yesteryear have given way to vibrant cities where citizens are no longer afraid of enjoying their post-dinner ice cream on the streets. The administration has learnt the lessons of 2002 very well.
This is why I agree that the 10th anniversary of the riots is a time for commemoration. But a different kind of observance than what the media is dishing out. It is the time to mark 10 years of a riot-free Gujarat. That in itself is a pledge that 2002 will never happen again.

WHY MUSLIMS ARE NOT HAPPY PEOPLE ?

 They´re not happy in Gaza.
 They're not happy in Egypt.
 They're not happy in Libya.
 They're not happy in Morocco.
 They're not happy in Iran.
 They're not happy in Iraq.
 They're not happy in Yemen.
 They're not happy in
 Afghanistan.
 They're not happy in Pakistan.
 They're not happy in Syria.
 They're not happy in Lebanon.
 *So, where are they happy?*
 They're happy in Australia.
 They're happy in England.
 They're happy in France.
 They're happy in Italy.
 They're happy in
 Germany.
 They're happy in Sweden.
 They're happy in the USA.
 They're happy in Norway.
They're happy in almost every country that is not Muslim!*
  And whom do they blame?*
 *Not Islam...*
 *Not their leadership...*
 *Not themselves...*
*THEY BLAME THE COUNTRIES THEY ARE HAPPY IN!*
*And they want to change the countries they're happy in, to be like the
countries they came from, where they were unhappy.*
*Try to find logic in that !*

22nd February (Parliament Resolution Day)

राष्ट्रीय विचार मंचपुणे
22nd February (Parliament Resolution Day)
अखंड जम्मू-काश्मीर संकल्प दिन :

JandK-Map.jpg

On the 22nd of February, 1994 the Indian Parliament* UNANIMOUSLY** passed the below resolution:

On behalf of the People of India, the Indian Parliament firmly declares that-
(a) The State of Jammu & Kashmir has been, is and shall be an integral part of India and any attempts to
 separate it from the rest of the country will be resisted by all necessary means;
(b) India has the will and capacity to firmly counter all designs against its unity, sovereignty and territorial
 integrity; and demands that -
(c) Pakistan must vacate the areas of the Indian State of Jammu and Kashmir, which they have occupied
through aggression; and resolves that -
(d) All attempts to interfere in the internal affairs of India will be met resolutely."

TODAY on the 22nd of February let’s re-iterate this resolution with more vigour and more determination.
Indian Parliament implies WE – the people, WE the 120 Crore citizens of India (Not only the politicians)!
** Unanimous implies that ALL political parties are in support. Thus it is NOT A POLITICAL issue – but a NATIONAL one.

SOME FACTS THAT EVERY INDIAN OUGHT TO KNOW ABOUT JAMMU AND KASHMIR
Ø October 26th 1947 – COMPLETE  merger of the state of J&K in India.
Ø  Pak Occupied Kashmir (PoK) created by India around Jan 1st1948! Sounds weird – but True!
o   We took the issue to UN for no reason.
o    Declared unilateral ceasefire and didn’t drive away pak army completely out of Kashmir.
o   This is the current LoC – Line of Control.
Ø   China Occupied Kashmir (CoK) – We lost to the Chinese aggression in 1962 and nowabout 36,500 sq.kms of Ladakh is illegally occupied by China.
Ø  Later Pakistan gave 5,500 sq.kms under it’s occupation to China as a gift.
So finally what’s the arithmetic? – We have retained less (@ 45%) and lost more. (Total J&K area
2,23,063 Sq. Kms. But Indian occupation counts to 1,01,000 Sq. Kms. only).

ARE YOU AWARE OF THIS?
Ø MYTHKashmir is the largest area in the J&K state.
FACTKashmir valley (Where the supposed to be problem is there) is only 15% in area of the entire J&K
state (Jammu is around 26% and Ladhak being the largest – 58%). Even by population Jammu is highest as
compared with Kashmir valley and Ladhak.

Ø MYTH:  The Kashmir problem is spanning the entire state of J&K
FACTThe so called problem is NOT IN  JAMMU;is NOT IN LADHAK; and not even in entire Kashmir
valley. But it is confined only to four of the 10 districts — Baramula, Srinagar, Pulwama, Anantnag–Shopia
Nagar.

Ø MYTHKashmiri people do not want to stay in India
FACTNo Gujjar, Shia, Pahadi, nationalist Muslim, Kashmiri Sikh and Pandit, Ladakhi, refugee groups,
Dogras, Buddists etc. were ever involved in any separatist agitations. Infact The Muslims in Kargil are
known as staunch patriots. They openly supported the Indian security forces during the Pakistani
intrusion in Kargil in the year 1999.
Anti national forces are only led by handful of self centred politicians whose support base is diminishing
day by day.

Ø MYTHThe Kashmiri people and particularly the Kashmiri muslims are the ones who are suppressed and oppressed.
FACTThe nationalist and the refugees are the real oppressed and suppressed masses. They include
Kashmiri Pandits who had to flee Kashmir during 1990 (4 Lakhs), refugees from PoK in 1947, West
Pakistan and during 1947 and 1965 wars.

Ø MYTHKashmir region has been neglected politically
FACTIn 2008, per capita central assistance was Rs 9754 in the state whereas it was Rs 876 per person in
backward states like Bihar. It includes 90 per cent as grants and 10 per cent as required to be given back, whereas the remaining states have to pay back 70 per cent. The table below is self explanatory:

JammuKashmir
Voters per Assembly seat 84,27062,673
Area per seat710.6 sq. Km.346 sq km.
Voters per Loksabha Seat15.29 Lakhs9.61 Lakhs
District1010
Average area of each District 2629 sq. Km.1594 sq. Km.
Length of Road4571 km7129 km
Government employees 1.25 Lakhs4.0 Lakhs
Employee in the Secretariat4621329
Total Budget on Tourism  10% of Total Budget85% of Total Budget
Number of tourist in 200985 Lakhs8 Lakhs

Ø MYTH: Backwardness, illiteracy  etc. are the root causes of the problem in Kashmir
FACT: After Kerala, J&K is the most literate state.  There are no slums in Kashmir valley – every home is a
permanent structure.

Ø MYTH: PoK region does not have any strategic importance
FACT: Gilgit in PoK has its borders linked with five countries such as Afghanistan, Tajikistan, China, Tibet
and Pakistan. From strategic point of view, this area of Central Asia is inaccessible and protected. This is a
point from where anyone can hold supremacy in whole of Asia having a strong military base.

Let there be no doubt in our minds that –

Getting back the entire J&K is a big task, but surely not an impossible one. If 120 Crore people of
this country decide firmly then nothing will be impossible.
